Mission '73 records, 1962-1963.

Consists of a typed draft of a proposal made to the University of Texas Board of Regents and Chancellor Harry Ransom by the Mission '73 Committee in 1963 concerning goals that UTEP would need to achieve by 1973. The Committee was established in 1962 by Dr. Joseph M. Ray, was chaired by Dr. Judson F. Williams, and had R. Milton Leech as its executive officer. This report, titled "Mission '73: A Ten Year Plan Proposed by Citizens of El Paso for Texas Western College," was published in 1963 by the Texas Western Press.

Author, political science professor, and sixth president of Texas Western College (later the University of Texas at El Paso). Born in Bowling Green, Kentucky, in 1907, Dr. Joseph Malchus Ray attended the University of Texas from 1929-1937, where he obtained his Bachelor of Arts, Master's, and Ph.D. in government, minoring in both history and economics.
